WHAT A HULK HAULER IS UNDER WASHINGTON LAW
The definition
Under RCW 46.79.010, a hulk hauler deals in vehicles for the sole purpose of transporting or selling them to a licensed vehicle wrecker or scrap processor, in substantially the same form in which they were obtained.
Paperwork comes first
RCW 46.79.020 lets a licensed hulk hauler transport junk vehicles to a scrap processor after getting the certificate of title or a release of interest from the owner (or a landowner’s affidavit of sale).
A state license
The license is issued by the state and applied for through the Business Licensing Service. Washington DOL describes it as the license to transport and sell wrecked vehicles.
Monthly reports
The Department of Revenue says hulk haulers must report all vehicles acquired in the previous month to DOL by the 10th of each month. See vehicle transport and disposal endorsements.
No license is a crime
Hauling hulks without a current license from the state, or going beyond what the license allows, is a gross misdemeanor under RCW 46.79.120.
What a junk vehicle is
Under RCW 46.55.010, a junk vehicle meets at least three of four tests: 3 years old or older, extensively damaged, apparently inoperable, and worth only about its scrap value.
HOW TO CHECK ANY HAULER BEFORE YOU SIGN
Look up the license
Ask for the business name, then search it on the state’s business license lookup or DOL’s license status lookup. Our business license shows Vehicle Transporter endorsement #09770.
Know who gets your title
A licensed hauler needs your signed title or release of interest to take the vehicle. Do not hand a signed title to someone who will not tell you the name of their business.
Agree on the price first
